pain in left side neck goes down to shpulder an down left arm even to fingers..tingles most of time an arm has cramps.. could this be pinched nerve?

Yes it could be.also more seriously it could be a sign of heart problems I would seriously suggest you see your doctor sooner rather then later
you need to include some info about your age and other health factors. how long have you been experiencing this pain? have you had other symptoms that may be related? how was your last physical? do you exercise regularly? is there anything you can recall which may have set off this pain?
